Mr. Octavio OLIVEIRA

Competition Regulation Expert-AFCAC.

Octavio Oliveira is an economist with a Master's in Sustainable Air Transport Management. He is currently the competition regulation specialist at the African Civil Aviation Commission (AFCAC), managing and overseeing anti-competitive practices in implementing the Single African Aviation Market (SAATM). Octavio is also an alternate for the environmental specialist, whose role is to support AFCAC and the environmental expert in all continental and international environmental activities. In his duties, Octavio is also one of the AFCAC Member observers to the ICAO Committee on Aviation Environmental Protection (CAEP).

 

Before joining AFCAC in 2021, Octavio worked in Cape Verde at the national airline and the Ministry of Transport and Infrastructure. For the last 13 years, he has worked at the National Civil Aviation Authority for seven years as Deputy Director General for Economic Regulation and Air Transport. He has acted as the National Focal Point for the environment to the ICAO and was responsible for developing the State Action Plan and managing the implementation of the Carbon Offsetting and Reduction Scheme for International Aviation CORSIA in Cabo Verde.
