Mr. Jesper van Manen

Policy coordinator aviation fuels at Ministry of Infrastructure and Water Management-Netherlands.

Jesper van Manen is the policy coordinator for aviation fuels within the DGCA at the Netherlands Ministry of Infrastructure and Water Management. He leads a team of four responsible for all energy supply for aviation, from the implementation of the ReFuelEU regulation to the scaling up of hydrogen and electricity infrastructure towards airports. He is a member of the ICAO CAEP Fuels Task Group (FTG) and alternate member of ICAO CAEP.

Prior to this, he was a senior policy officer responsible for various aviation decarbonization files such as non-CO2 climate effects and the ICAO Long-Term Aspirational Goal, including a period as an alternate member of the ICAO Council. Before that he worked for the international directorate of the ministry and was responsible for both EU environment file coordination and bilateral relations with France. He has a master’s degree in aerospace engineering from TU Delft, specialized in aircraft engine design, emissions, and climate models.
